Can a big mek with kustom force field obscure the vehicle he's in and around the vehicle, or is it just
 when he's out side of it?

Also what would be the best unit to go with a weird boy?

   To answer the second one first, if you are willing to spend the points, buy yourself a mob of Nobz and upgrade them with a doc (painboy).  That will give you lots of toughness and that 4+ feel no pain will help when you are confronted with all of those weapons out there that ignore cover saves (darn heavy flamers).  If you do not feel like spending that kind of points(money), then put him in with a herd of grots, 30 strong, wilth all 3 of the runtherds.  The KFF will give the grots a 5+ cover save, which if spread out will then in turn confer a cover save to the troops behind them.
   If you really want to be a pain for your opponent (and who doesn't?), then you can field 2 herds of grots, both 30 strong with all 3 runtherds.  Make sure your Big Mek is close to the edge of the formation.  In that way his KFF will convey the cover save to both mobs.  Then you can spread them out 3 lines of 10 grots plus a RH will provide a lot of cover saves to your horde marching behind them.  And you can do all of that for around 200-230pts.

The first question I believe has been answered either on a Q&A or the formus in that the KFF will not work inside of a vehicle unless it is an open top (like most Ork vehicles).  If you put him inside of a battle wagon, jobs a gud 'un, provided you don't go with the armored top

That said, while Nob Bikers are tough and killy, they generally die to Thunder Hammer/Stormshield Terminators, especially of the Salamander variety. Also, the Callidus+PBS squad makes them cry...

I am experimenting with a listbuild myself, for cramming 8 Battlewagons in 2000 pts.
